About the role

As a Surrey borough council situated on the edge of Greater London, Epsom and Ewell is a unique and special council.  We’re unique as the only Resident Association led council in the county. We’re special because of our people, passion and focus on the community.

We are an ambitious council that has a firm grasp on the challenges ahead as we strive for full financial independence. If we are to successfully harness technological advances and find new, more innovative and effective ways of providing services, we need to adapt and evolve.

These are challenging yet exciting times for the borough and this post will put the successful candidate at the very heart of the organisation.   This newly re-designated post will place the Chief Operating Officer in a pivotal position. Reporting directly to the Chief Executive, you’ll help ensure the council maximises the benefits of digitalisation, and creates capacity, through looking holistically at how services are delivered to residents and businesses as we move forward. 

You will develop fresh ways of working which embraces new technologies and lead the organisation in exploiting digital technology for the benefits of residents, officers and members.  You will drive forward the ICT and Digital Strategy and develop an IT Service that can support current and future operations.

About you

What we will be looking for is your ability to drive success and, in particular, deliver tangible outcomes through digitalisation. We need someone who can do the extraordinary and do it well.

You will have personal credibility and an empowering approach that gets the very best out of people. Balancing risk, and a tenacity to deliver with demonstrable outcomes will be what defines your track record to date.

Your profile will allow you to win the hearts and minds of officers, senior colleagues and members alike as you drive forward an ambitious agenda. This will be combined with astute business skills that will enable you to oversee delivery of a diverse range of activities and developments that have complexity and challenge.
